Job Summary
The Personnel Security Lead centrally manages all background investigation, security clearance and access requirements for the corporation, providing a Personnel Security (PERSEC) Center of Excellence (CoE) to all corporate and subsidiary cleared facilities. This position reports to the Director of Government Security.
Essential and Supplemental Skills, Knowledge, and Experience:
* Ability to apply highly technical knowledge in solving complex problems and apply law, regulation, policy and procedures to the personnel security program and processes.
* Demonstrated ability to perform work independently and under limited direct supervision, and consistently demonstrate proactive, positive and polite professionalism and service.
* Active networking in government and industry security councils and other forums.
* Strong working knowledge of Adjudicative Guidelines for Determining Eligibility for Access to Classified Information and their application to personnel security processes.
* Understand the Facility Security Clearance (FCL) process, to include SF 328, Certificate Pertaining to Foreign Interest, DD FM 441, Department of Defense Security Agreement, organizational and management structures, and Key Management Personnel (KMP).
* Familiarity with the tenets of Foreign Ownership, Control and Influence (FOCI).
* Possess strong working knowledge of the DoD 5220.22-M-National Industrial Security Program Operating Manual. Direct working knowledge of Investigative Requirements IAW Paragraphs 2-201, e-Qip 2-202, Pre-Employment Clearance actions 2-205, Acceptable Proof of Citizenship 2-206 & 2-207.
* Familiarity with the Defense Counterintelligence Security Agency's (DCSA) Center for Development of Security Excellence (CDSE) and Electronic and Security Training, Education and Professionalization Portal (STEPP).
* Understand Controlled Unclassified Information (CUI), Operational Security (OPSEC), Communications Security (COMSEC) and Insider Threat Program requirements.
* Familiarity with Executive Orders, United States Code, Information Security Oversight Office and other federal offices and agencies that promulgate security policies such as the Atomic Energy Act, Arms Export Control Act, Export Administration Act, International Traffic in Arms Regulations, Privacy Act, and Freedom of Information Act (FOIA).
* Understand Sensitive Compartmented Information (SCI) and special access programs.
