The mission of MSD's Vaccines' Global Public Policy team is to promote vaccine policies and practices that improve individual and population health and to grow, protect, and sustain MSD's Vaccine business. The impact of public policy on MSD's vaccines business is substantial - public policy governs and structures the purchase, delivery, access and uptake of immunization efforts in both the public and private sector.

Position Description
The Global Public Policy team at MSD Vaccines is seeking a talented, motivated professional to join our team and lead efforts to develop public policy strategies and inform vaccine business strategies, focusing on areas of fiscal and health policy that are critical to the business today and in the future.
The Director will lead the development and support the execution of evidence-informed health and financing-focused policy strategies that impact the vaccine R&D and manufacturing industry, as well as access to and the sustainability of immunization programs. Key areas of focus include but are not limited to policies that drive or incentivize innovation, govern procurement and pricing of vaccines, promote and hinder healthy vaccine market dynamics, and shape public sector financing for prevention and immunization programs.
The Director will lead economic, political, and fiscal research and analyses and draft policy briefs and positions that will inform MSD's vaccine policy strategies and ensure policy efforts are integrated with and inform vaccine business objectives. The Director will work closely with the global vaccines policy colleagues to translate global policy guidance into actionable strategies at a regional, national and local level and the cross-functional team to monitor and translate the impact of public policies to inform the overall vaccines business strategies. The Director will also oversee the development of appropriate tools and resources to support actionable strategies in assigned areas.
Primary roles and responsibilities include:
Identify and execute a policy research agenda to inform policy positions and strategies, including leading research and analysis of fiscal, macroeconomic, health economic and other relevant policies and trends.
Develop and ensure effective, efficient execution of global fiscal and health policy initiatives to drive access to and sustainability of vaccination efforts, including on sustainable financing for immunization.
Develop and lead external stakeholder engagement plans as a key part of global vaccine market-focused policy initiatives.
Serve as a economic and fiscal policy subject matter expert to inform a variety of policy topics and to enable collaboration with other policy subject matter experts to understand how these topics impact the lifecycle of vaccines from manufacturing to distribution to administration across low, middle, and high income countries.
Monitor fiscal, economic, and sociopolitical trends that shape the policy landscape and provide routine situational awareness to cross-functional teams and to MSD Vaccines leadership at the global, regional, and local level.
Develop tools (e.g., talking points, policy briefs and position papers, policy evaluation frameworks) and support capabilities building enabling global, regional, and local teams' effective execution economic and fiscal policy strategies.
Manage vendors, projects, and budgets.
The position will report to the Executive Director, Global Vaccine Policy Development, and will be part of a team of thought leaders who will inform and set vaccine policy strategies globally.
Qualifications
Education Minimum Requirement:
* Bachelor's degree in health policy, health economics, or related field required.
* Master's or Professional degree in health economics or political economy (MA, MS) or Public Policy (MPP) strongly preferred.
Skills and qualifications
* At least 5 years of demonstrated success working in public finance, economics, and public policy
* At least 1 year working internationally or in a global context
* Expert knowledge of macroeconomics, public financing, public procurement, and market dynamics
* Proven record in identifying economic, fiscal and policy challenges and opportunities affecting public and private health sector and/or the biopharmaceutical or vaccine R&D industry and advancing policy solutions
* Strong quantitative analysis skills
* Knowledge of public health and immunization systems
Demonstrated leadership ability to identify strategic priorities, bring together different internal stakeholders, and move an agenda forward to resolution and action
* Strong oral and written communication skills to influence and effectively lead internal and external audiences to desired outcomes
Academic background or career exposure to public health and health care highly desirable
Ability to work cross-functionally and be able to manage up, down and across for results that drive business growth
* Ability to manage numerous, competing priorities under pressure and effective collaborative working and program management skills
Sound ethical judgement and integrity and an ability to build credible, effective working relationships both internally and externally
